We saw the Helsinki 3 Person Infrared Sauna at the Melbourne Home Show, and we fell in love with it.  After a lengthy wait due to a bathroom renovation, we finally had it installed.  Since then, we use it regularly. Spending time in the Sauna, no access to emails and 1st world problems. It became a routine to wind down, distract and disrupt the daily stress.  With Bluetooth connectivity, listening to tunes or audiobooks while the mind detaches from the outside world and immerses itself in the melody or the audiobook storyline.  It is one of our best digital detox sessions.  After-sales service was excellent; they resolved every questions we had about the environmental prerequisites, such as the 15A power sockets, cord length, the sauna's dimensions, and recommended gaps between the sauna and the wall, all of which were provided to ensure the sauna is installed and working without any hassles. We highly recommend the staff at Alpine Spas and the Helsinki Sauna product.

The instructional information and video were spot on and the assembly was very straight forward so anyone with the smallest amount of handyman skills could do it. You just need an extra person to help lift and hold the panels while you secure them, it’s that easy to do!

Do you need building consent to build an indoor sauna in Melbourne?


Victoria's building permit system works off the Building Act 1993 and Building Regulations 2018, and the exemptions in Schedule 3 are aimed at genuinely minor, non-structural cosmetic jobs: retiling a bathroom, painting, laying carpet or vinyl, putting up shelves or a non-load-bearing partition. The moment work touches structural elements, waterproofing, or what the regulations call an essential safety measure (which covers things like the electrical and fire safety aspects tied to a new installation), it falls outside that exempt category and needs a building permit from a registered building surveyor before work starts.

A custom-built indoor sauna, framed into a room, lined and insulated, wired for a dedicated heater circuit, lands squarely in that second group. It's an alteration to the house that involves both new electrical work and, often, waterproofing if it's going into what becomes a wet area, so a building permit is the normal expectation, on top of the separate electrical compliance certificate your electrician provides for the heater circuit.

A prefabricated plug-in sauna pod that just sits inside a room and doesn't touch the structure or wiring beyond plugging into an existing circuit sits closer to the exempt "fit-out" category, similar to installing a large appliance, so it's less likely to need a permit. But once you add a dedicated circuit, structural framing, or wet-area work, you're back in permit territory.

Victoria's Building Regulations 2018 let you put up a small, freestanding Class 10a outbuilding, garden sheds and the like, without a building permit, provided it stays roughly within about 10 square metres of floor area, under 3 metres high (2.4 metres if it sits within a metre of the boundary), is lightweight construction, and isn't in a bushfire-prone area. That exemption is written around non-habitable storage-type structures. The moment a structure gets a kitchen, bathroom, or sleeping area it's reclassified as a Class 1a dwelling and loses the exemption outright, and a sauna, with its heater, wiring, and often insulated lining, sits closer to that "serviced structure" end of the spectrum than to a bare tool shed, even though it's not literally a bathroom or bedroom.

In practice this means: a small, unpowered barrel sauna with no electrical connection has a reasonable case for staying within the exemption if it also meets the size and setback limits. Anything with a dedicated electrical circuit for the heater, or that's built with insulated wet-area-style lining, is the kind of thing a building surveyor is likely to want to sign off on, so a building permit becomes the expectation there.

On top of the building permit question, Victoria separates that from planning permit, which is assessed under your council's planning scheme rather than the building regulations. Outbuildings that exceed site coverage limits, sit close to a boundary, or fall on a property with a heritage, vegetation, or environmental overlay can trigger a planning permit requirement even if the structure itself would otherwise be exempt from a building permit. This varies by council, so it's genuinely worth a call to yours.

Given both of these can apply independently, check with your local council or a registered building surveyor with your actual size, height, boundary distance, and power requirements.
