Do you need building consent to build an indoor sauna in Adelaide?
Indoor sauna, built into an existing room
Short answer: it depends on what kind of sauna you're installing, and neither PlanSA nor local councils publish a rule specifically for saunas, so this comes down to how the work is classified under South Australia's general building rules.
If you're putting in a prefabricated plug-in sauna cabin, one that just sits inside an existing room and plugs into a power point or is wired by an electrician without any structural change, wall removal, or wet-area waterproofing, this is usually treated like installing an appliance rather than "building work," so building consent typically isn't triggered.
If you're having a custom sauna room built into the house, framed, lined, insulated, ventilated, possibly waterproofed as a wet area, that's construction or alteration of a building, which is the kind of work that normally does require Building Rules Consent under the Planning, Development and Infrastructure Act 2016. It would need to comply with the National Construction Code and relevant Australian Standards (ventilation, wet-area waterproofing to AS 3740, electrical safety for the heater circuit), and a certifier would assess the application before work starts.
Because the line between these two scenarios is exactly where councils differ in practice, the reliable move is to ring your local council's building team or a private building certifier before you start, describe what you're installing (freestanding kit vs. built-in room, whether walls or wet areas are involved), and get a written answer. Do you need building consent to build an outdoor sauna in Adelaide?
Generally yes, more often than for an indoor one, and the electricity is the reason why.
South Australia does have a genuine exemption for small freestanding outbuildings, so people sometimes assume a backyard sauna slots into it. Under Schedule 4 of the Planning, Development and Infrastructure (General) Regulations 2017, a small outbuilding ancillary to a dwelling can be excluded from needing planning approval, but that exclusion only applies to a structure that isn't "a building to which the Building Code applies." The practical thresholds tend to sit around
15 square metres of floor area
2.5 metres in height
at least 900mm off the boundary
no closer to the street than the house
and, crucially, no plumbing, insulation, or electricity connected
A sauna almost always fails that last condition. It needs a dedicated electrical circuit for the heater and usually has insulated, lined walls to hold heat, which is exactly what pulls it out of the minor-exemption category and into "a building the Building Code applies to." Once that happens, building rules consent is the normal expectation, covering things like the structural build, ventilation, and electrical safety for the heater circuit. Depending on size, height, and how close it sits to a boundary, you can also end up needing separate development (planning) approval on top of that, particularly for anything larger than a small cabin or anything near a heritage overlay, bushfire zone, or flood-prone area.
Where this can go the other way is a genuinely tiny, low, off-grid barrel sauna with no wired power at all (heated by wood only, for instance), which has a better shot at sitting inside the exempt category. But that's the exception rather than what most people picture when they say "outdoor sauna."
As before, the safest path is a quick call to your council's building team or a private certifier with your actual dimensions, power requirements, and site plan, since councils do apply some of this with local variation.
