Do you need building consent to build an indoor sauna in Perth?
Western Australia runs building approvals through the Building Act 2011, administered locally by your council (the local government area, in WA-speak). The exemptions on offer are aimed at genuinely cosmetic jobs: things like cabinetry, painting, and non-structural repairs. Once work touches the structure of the building, adds a wet area, or brings in the kind of dedicated electrical installation a sauna heater needs, it moves out of that cosmetic category and into "building work" as the Act defines it, which needs a building permit before you start. In WA that permit comes as either a certified permit (where a private building surveyor has already checked the plans against the Building Code) or an uncertified one (where the council does that check), but either way it's a formal approval step, separate from the mandatory electrical safety certificate your electrician provides for the heater circuit.
So the same split shows up here as in the other cities. A prefabricated plug-in sauna pod placed inside an existing room, without structural change and wired onto an existing circuit, sits closer to the exempt, appliance-like end and is less likely to need a permit. A custom-built sauna room, framed, insulated, lined, and fitted with its own dedicated circuit, is doing enough to the building that a permit is the reasonable expectation.
WA's local government areas do vary a bit in how strictly they apply this, so a quick check with your council's building services team or a private certifier before starting is the reliable move.

Do you need building consent to build an outdoor sauna in Perth?
One is the Building Permit, under the Building Act 2011. A small prefabricated shed can be exempt from needing one if:
it stays at or under 10 square metres of floor area
2.4 metres in height
sits at least 900mm from any other building
and has its floor no more than 500mm above natural ground level.
The other is Planning (Development) Approval, assessed under your council's local planning scheme and the R-Codes, which has its own, more generous exemption for non-habitable outbuildings:
up to 60 square metres in aggregate (or 10 percent of the site, whichever is smaller)
wall height capped at 2.4 metres
ridge height at 4.2 metres
and positioned behind the street setback line.
A structure can clear one of these and still need the other, so both get checked separately.
Where a sauna tends to run into trouble isn't really the "non-habitable" test itself, saunas are treated the same way as a Class 10 structure the way a shed or spa enclosure is, since nobody's living or sleeping in it. It's the combination of size and services. Once you add a dedicated electrical circuit for the heater, insulated lined walls, and often a base slab, plenty of outdoor sauna installs push past that 10 square metre / 2.4 metre building permit threshold, or sit close enough to a boundary to need planning sign-off too. That matches what installers active in Perth report in practice: most outdoor sauna jobs there do end up going through a council building permit application, with plans showing size, materials, siting, and utility connections.
A genuinely tiny, low, unpowered barrel sauna sitting well clear of boundaries has a reasonable shot at staying exempt from both tracks. Anything bigger, wired, or close to a fence line is the kind of thing your local council will want to see plans for before you build.
